FEDERAL EXECUTIVE BOARD SEVERE WEATHER CONDITIONS ADVISORIES
(SNOW, TORNADOES, EXTREME HEAT, POWER FAILURES & HURRICANES)
BALTIMORE METROPOLITAN AREA

When SEVERE WEATHER is predicted or has begun, the FEB Severe Weather Committee makes a recommendation as quickly as possible regarding Federal operations (see below) for severe weather conditions/events.   Agency heads should call the FEB weather advisory message service (it is only for agency heads) for the information and then implement their internal employee notification system as they see fit.  Agency heads (only) must contact the FEB Executive Director: ED.r.howell@verizon.net for this special number.

  • Severe weather notifications are issued by the below stations beginning on or about 5 am:
  • WBAL Radio 1090 AM
  • WTOP Radio 103.5 FM & 107.7 FM
  • WBAL TV –BROADCAST CHANNEL 11.1 or cable/FIOS equivalent.
  • WJZ TV – BROADCAST CHANNEL 13.1 or cable/FIOS equivalent.

Media announcements will be as follows: ‘Federal Executive Board Agencies’ or just ‘Federal Executive Board’ – Code RED (Closed); Code YELLOW (Opening at 10 am) or YELLOW (opening at 10 am - Unscheduled Leave authorized); Code BLUE (Opening at 12 Noon) or Code BLUE (Open at 12 Noon - unscheduled Leave authorized). 

If unscheduled leave is authorized the radio or TV station will state this, however employees must contact their agency if they plan to take unscheduled (or liberal) leave. Notices for the Federal Government in Washington, DC do not apply to the Baltimore metropolitan area.

An early dismissal may be announced during working hours by the FEB office after discussion with the Inclement Weather Committee members and the Federal Protective Service.

NOTE: Not all Baltimore Metropolitan Area federal agencies participate in this plan.  Employees should ask their manager/supervisor if their agency participates in the Federal Executive Board (FEB) Severe Weather Plan and subsequent media announcements. Employees residing outside the immediate Baltimore Metropolitan commuting area (e.g., Pennsylvania, Southern Maryland or Washington, DC) should discuss notification procedures and requirements with their manager, supervisor or agency head.  Agency heads are the final authority for directing an agency specific early release.
